the 1998 anime predated Conrad officially appearing in the manga, so there was no information about him except his alias (and that Vash was accused of murdering him). But it seems he was always planned to be a Plant Researcher who survived the Big Fall. In both 1998 and the manga, Vash travelling to July was because he went looking for ‘Count Lebnant/Revenant Vasquez’ and found Knives instead.
